Eleven states have passed explicit statutory bans on dual-currency sweepstakes casinos during 2025 and 2026: California, Connecticut, Indiana, Louisiana, Maine, Montana, Nevada, New Jersey, New York, Oklahoma, and Tennessee. Three more, Idaho, Michigan, and Washington, get the same result by enforcing gambling laws that were already on the books.
The dates roll in waves. California forced the major operators out by the end of 2025. Indiana went dark on July 1, 2026. Oklahoma passed its ban over a governor veto and it takes effect November 1, 2026. Roughly half the country is still open, with about a dozen states sitting in gray-area territory where nothing is banned yet but nothing is settled either.
What It Looks Like When a State Falls
The operators are not staging court battles in most of these states. They leave. VGW, the company behind Chumba, LuckyLand, and Global Poker, has pulled out of at least twelve states. When the Indiana ban hit in July, Chumba, Stake.us, McLuck, WOW Vegas, High 5, and Hello Millions all withdrew, most of them in the same two-week window.

What To Do When Your State Is Next
Ban announcements come with a lag before the effective date, and that window is everything. Operators set redemption deadlines, support queues get slammed in the final weeks, and pending cashouts that would normally clear in days start taking longer exactly when you can least afford it.
